In recent years there has been a burning question raised regarding the quality of leaders in the institutional level especially in educational institutions. All kinds of institutions from primary to university level have been suffering for proper leaders or leadership. One of the most important causes is that we are yet not able to make a strategy for placing the proper man in the proper place. We have made many policies to develop the infrastructure of the educational institutions but not for teachers' development. First of all, we have to emphasize on recruitment of qualified teachers and then they have to be trained according to the needs of the twenty-first century. In order to make up-to-date policy and implement it political will is needed.  If we fail to make a platform for 21st-century learners, the nation will be the sufferer for generations to generation.
